Abstract
The purpose of this research is to 1) study the formal leadership development
process of Thai hill tribe ethnic groups, 2) study causes and factors in being a formal
leader of Thai hill tribe ethnic group, 3) study behavioral participation in the local
political approach of Thai hill tribe ethnic groups.
The study used a historical research approach with a qualitative research method
to collect data, stories, experience, point of view of data givers so as to obtain
comprehensive data and data saturation according to the research objectives. The
selection of data giver was based on a purposive sampling. The content analysis by
interpreting was used to summarize the research results followed by data analysis and
synthesis. Descriptive research results were used to describe what connected between a
conceptual framework and phenomena.
The research results revealed that 1. Formal leadership development of Thai hill
tribe ethnic group in Khlong Lan District, Kamphaengphet Province. Development
from 1) Age of family leaders The tribal leaders of each tribe were divided into two
groups: the pre-tribe groups, the tribes of Pga K'nyau and other tribes who had
migrated from the North since 1950 2) the struggle for survival following the orders
from the state to evacuate the races, the breed descends from the mountain to the place
where the state allocates it to be declared a national park 3) the power of tribe's 4) the
ethnic group formal leader it results from the decentralization to local government.
2. The reasons for being a formal leader of Thai hill tribe ethnic group in
Khlong Lan District, Kamphaeng Phet Province, consist of; 1) being a representative
to preserve the rights and benefits of the ethnic group that a person belongs to, 2)
contacting and communicating with other authorities. Sending-receiving message and
communication were carried out by the formal leader who acted as a representative
between different authorities and members of each ethnic group, 3) maintaining and
protecting the rights in problem solution and respond to the need of members of the
ethnic group.
