flexibility, reasonableness, and practicality. On the other hand, there should be

a law to regulate and monitor the implementation of the development. The
natures of the legal framework must cover the two sides thoroughly and in the
same direction, not create a conflict or a barrier to development.

= Modernization of Law: The law requires an update to fit the times and the
consistently changing needs of the country.

3) Recommendation for Organization’s Performance

= Clear strategic planning: Local governments should have a strategic plan or
business plan to have a clear focus on developing the holistic approach of local

governments, formulating a clear vision. Management and development of
policies is to manage funding for the development of the city as a future city or
city of opportunity.

= Analysis of the potential aspects of the system: Local governments should
analyze their potentials in areas such as financial management and human
resources. The analysis of the overall potential can be preceded using technical

analysis called SWOT Analysis.

= The size and potential affects local economic development strategies.
< Large local districts with high potential use PPPs in the development as a
basic strategy to develop basic public services and investment in
infrastructures

< Medium - small, medium local districts with low potential use different
strategies and development models for the development of basic public

services, for example, Conservation and Development of Historic Places
as a tourist attraction (such as Thalang Road Phuket), Local culture
(such as Java Dove ASEAN Festival in Yala) and creating financial
incentives to attract investments in the business sector.
