those challenges. Furthermore, the session will address how prepared Thailand is to
shift perspectives and to become a society of opportunity, capability, justice, and
peace in order to encourage humanity in Thai people who will be prepared for new
security challenges; technology humanity, common humanity, and global humanity.
(3) Group Discussion

The five group discussions will be conducted to exchange knowledge
and experience based on presentation of articles, academic papers, research,
and sharing of perspectives on issues of democracy and new security challenges
Group Discussion 1: Democracy and Advanced Technological
Challenges

Nowadays, democracy is promoted through various forms of advanced
technology, but this advancement also has an impact on cyber security. Besides,
technological advancement tends to enable new types of digital wrongdoing and
crimes, which can lead to more severe losses than do traditional crimes. Many
countries including democratic countries, therefore, have begun to maintain cyber
security by controlling people’s digital media usage with various degrees of
restrictions. However, this solution raises questions regarding the proportionality of
cyber restraints and individual rights. Moreover, technological tools are widely used
in order to support democracy through online voting and public consultation,
so they have become a significant channel that could allow access to important
information. This actually reveals a challenge regarding people’s equal access to
technologies. As a result, it is said that technological inequality limits some people’s
access to data and ability to exercise rights, which gradually causes power
imbalance until it finally affects democratic values. Despite the government’s policy
to solve problems, many questions about its management ability remain.
This group will be a forum for analysis and discussion on new
technological challenges that affect political institutions and democratic values to
find an advanced solution for harmonizing technological management and people’s
rights and making new technologies become more efficient to support democracy.
