Abstract

Project of Local Election Study in 2020: The Election of Members of the PAO
Council and Chief Executive of the PAO aimed at studying the political environment,

political behaviors of the candidates for Member of the PAO Council and Chief Executive
of the PAO, election management and people’s behaviors of voting decision making.
This study was qualitative research. Data were collected from related

departments and by interviewing the related people such as the candidates, voters,
provincial committees of the election, election committees in polling stations including
public, private sectors and organizations campaigning for votes and observing around the
election areas.

The research showed that:
For political environment, there was high competition for the election. The
candidates actively campaigned for votes by visiting the election areas to introduce
themselves and publicize their policies to people through different styles of public

relations.
For political behaviors, the candidates for Members of the PAO Council mostly
had the relationship with the candidates for Chief Executive of the PAO in Nakhon Si
Thammarat Province. They mostly had informal relationships with the national political

parties. Although, they were not directly under the parties, they were related to the
members of those national parties. Moreover, the candidates had the relationship with
the leaders in the areas and election canvassers who have an influence on bastion in

the high competition. Although people interviewed randomly answered that there was
no vote buying in their areas, the report of election committees of Nakhon Si
Thammarat and mass media revealed that there were many complaints about vote
buying using different ways.
For political management, the election committees of Nakhon Si Thammarat

held the meeting to prepare the election in accordance with the guidelines of PAO
election management structure. They provided the training to give understanding about
local election law as well as the awareness of political offenses and prohibition to the
