Abstract
A research paper titled “Community Justice of Countries in ASEAN Community: A Study of Lao
People’s Democratic Republic” aimed to study the role and significance of community justice in
Laos. The objective of the study was to develop knowledge regarding community justice in
Laos. The research methodology relied on qualitative method by studying relevant documents
and organizing a focus group with Laotian officials involved in community justice affairs. All data
were analyzed with content analysis. The results showed that the Laotian government has paid
attention to communities’ involvement in community justice through a partnership model.
Protective and reconciliatory functions were the most effective aspects of Laotian community
justice. By establishing and proceeding with community justice gradually, the partnership model
and movement in Laos supports community justice goals of community security, public
satisfaction, and community capacity-building. The researchers recommend improving
community justice in Laos in three main areas: 1) focusing on outcomes like public satisfaction
and crime rate rather than just the number of cases a community justice system can process; 2)
continuing community justice tasks and sharing experience among various communities; and 3)
increasing the priority of remedy and restoration. Further research should be a comparative
study community justice systems in Laos and Thailand including a study of community justice in
other countries in the ASEAN community.
