              Thai Democracy on the Move




             Group 2: Democracy with Good Governance





                                          Like a tree, democracy needs strong roots. Developing a strong,
                                 sustainable democratic foundation involves many factors. “Good Governance”

                                 is a primary factor because good governance and democracy support
                                 each other. In addition, good governance is necessary in the process of

                                 building up individuals and key principles for national and global governance.
                                 Promoting good governance is critical and necessary to establishing

                                 a strong foundation for democracy.

                                          In Thailand, the formal introduction of good governance to state
                                 administration has taken place over the last two decades, in compliance

                                 with the Royal Decree on Rules and Procedures for the Administration of

                                 Good Governance, B.E. 2546 [2003]. The main principle is to emphasize
                                 the effective performance of government agencies to strengthen national
                                 development and public service to achieve the state’s missions by cutting

                                 unnecessary work procedures in order to serve the people better. How-

                                 ever, in practice, the implementation of such principles still faces many
                                 problems such as ineffective state services, inconvenience in using public
                                 services, a black box in public bureaucracy, unfair treatment from public

                                 servants, the lack of private sector and public participation, opposition

                                 to change by government officials, and unfair transfer and promotion.
                                 Despite assistance to promote understanding of good governance applied in
                                 practice, concrete results are not confirmed and the lack of good governance

                                 has continuously been a major cause of political change in the past two

                                 decades.
                                          On the reform of the country, practices of good governance

                                 must be promoted by reviewing and finding successful examples from

                                 both inside and outside the country. Quick wins and policy proposals for
                                 prioritized missions with accompanying performance indicators can also
