Professor Sebastian Payne
Brief Biography
Sebastian Payne is President of the UK Constitutional Law Association (UKCLA),
a Senior Lecturer in Law at Kent Law School, Barrister of the Inner Temple,
Trustee of the Constitution Society and an Associate Fellow of the Royal United
Services Institute for Defence and Security Studies (RUSI, Whitehall, London).
As well as publishing on the law relating to terrorism he is Editor, with Professor
Maurice Sunkin, of The Nature of the Crown (Oxford University Press, 1999).
His most recent publication looks at the role of the UK Supreme Court in the
context of the unwritten constitution (Payne, S. , ‘The Supreme Court and
the Miller Case: More Reasons Why the UK Needs a Written Constitution’,
August 2018, The Round Table: The Commonwealth Journal of Interna-
tional Affairs).
He has been invited as an expert to give evidence on the royal pre-
rogative, war powers and constitutional reform to several Select Committees
at the Westminster Parliament:
