the indicator “relationship of pay to productivity.” This may
indicate that ASEAN countries’ skilled workers may find their
neighboring countries as destinations for gainful employment
(refer to Table 5).
This paper also culled the performances of ASEAN
countries in two surveys of the World Economic Forum: The
Global Competitiveness Index and the Global Human Capital
Index (the former being the more popular one). Labor market
and talent management-related rankings were culled from
these WEF indices. When these rankings in identified labor
market and talent management indices are juxtaposed to some
indicators of INSEAD’s Global Talent Competitiveness Index
(see Table 6), one can sense some consistencies from the rankings
of ASEAN countries. Singapore and Malaysia are obviously the
top-ranked countries. Indonesia, the Philippines, and Vietnam
are in the middle-tier of the rankings. But on the overall, in
terms of efficient use of talent, the ease of finding talent and
the labor pool of skilled talent, Singapore and Malaysia are
the top ASEAN performers.
These rankings in global indices may help see ASEAN
countries as destinations for work. That is even if ASEAN countries
are not popular destination countries for Filipinos’ overseas
work. Singapore obviously is the most attractive destination;
Malaysia is a second choice. But beyond the two countries,
there are mixed feelings should skilled Filipino workers assess
their options and try out other ASEAN destinations.
